I prefer 15 to either of these. My percentage for it based on my recent rewatch was 65%.

Not sure how I'd compare it with S9, but it's definitely the weakest Pertwee season for me. Although I do love Day of the Daleks. :D

I love Day of the Daleks, and really like The Sea Devils also. Curse of Peladon doesn’t do much for me, but it’s fairly well written overall. It’s the last two stories that bring season 9 down considerably.

Seconded. Seasons 9 and 15 are probably closest behind it for me in terms of least favourite 70s seasons (though I still enjoy chunks of them).
I agree in regard to Season 9, it's probably the weakest Pertwee Season, but I find it a tough call between Season 15 and 17.

In many ways I prefer Season 15 purely because it has "Horror of Fang Rock" in it which is head and shoulders above ANYTHING in Season 17.
What's your opinion of Fendahl, Rob?

Personally I prefer it to Fang Rock, but it's a close call.

That is a good point. I prefer the tone of season 15 as well. Invisible Enemy and Fendahl are pretty good too with a few caveats, and The Sun Makers has its redeeming factors. However, the last two stories of that season I find insufferably dull and probably worse than anything in season 17.

As over the top and infamous as Nimon is, at least you can get a laugh out of it, which I plainly can’t do with Underworld or The Invasion of Time.
True, I suppose although Underworld, Invasion of Time and Horns of Nimon are really the dregs of the barrel of both seasons.

As cripplingly dull as Underworld is, I don't mind the first episode, it has some nice model shot effects, but once they hit the planet of the CSO Chroma Key with the same three small studio sets, fuck me is it a chore.

Sadako reminds me of that fat guard in "Horns" actually - "WEAKLING SCUM!"

Fendahl is okay and has several high point moments, but it's noticeable how they shrink back from the violence and also how it isn't quite as tight as Hinchcliffe stories before it.

I prefer Horror Of Fang Rock for that point alone, but both are probably the best two from Season 15.

I don't even mind Invisible Enemy either because episode 1 is quite good stuff with creepy score from Simpson.

It was from "Sun Makers" onwards I started to really lose interest in the programme which was never revitalised again until Season 18.

Episode 1 is the best of the bunch in that some sense of atmosphere and intrigue is actually successfully accomplished, but yeah. The last three episodes are possibly the most boring of the original series, though there are other candidates for that too.

The discussion above highlights my own feelings about Who post-Hinchcliffe.

Each season has one or two great stories, but that's it.

The Williams era for me has the following I'd actually choose to watch, and even then only Fang Rock is a spafftastic classic:

Fang Rock
Fendahl
Sun Makers
Ribos
Pirate Planet
Stones
City of Death
Shada

Season 18 is a return to form in my eyes but I'd still probably agree with Ludders' assessments by and large.

Also Tom clearly doesn't give a flying fuck in Fendahl, but I'll let him off, because he'd just been forced to star in the fucking Invisible Enemy which is as shite as they get.

Until Underworld. Fuck me. I've had more exciting shits.

I'm happy enough with the first 4 from S15. In this order:

Fendahl
Fang Rock
Sunmakers
Invisible Enemy

Then way below those is Underworld and Invasion of Time.

As for other Williams stories, I think the best ones are:

Stones of Blood
Shada
City of Death
Destiny

That's about it.

But if you had to watch the whole season?

In that case s 15 would offer us a choice of sitting through Underworld and Invasion of Time to get the reward of Fang Rock/Enemy/Fendahl/Sun Makers, and s 17 would put on the table the scenes of Creature that have Adrasta in them, the scenes of Eden with the Mandrells likewise, and every last delicious second of Nimon in exchange for enduring the previously mentioned flaws of City of Death and the scuffed Daleks and faulty continuity of Destiny.

In that scenario, for me it's "roll on season 15".
